Question: Why did GOD create Satan, the Devil?
Answer: GOD didn't. Satan the Devil is a consequence of sin that comes from freewill choices of a personage (i.e. freewill intelligent self aware entity) empowered to make those choices.

Question: If GOD has absolute knowledge of all things and exercise absolute control over everything so that nothing can happen unless HE allow it, can HE still fault us (pass judgment) when we sin?
Answer: GOD allows us to exercise the choices we make, sometimes HE prevents it and other times (mostly) HE allows it. But regardless, we are answerable for the choices we make and the consequence those actions bring based on our knowledge and understand of the consequences and the extended consequences. Sin starts with an intent of the heart. It is an intent deliberated upon then acted out (including communicated) or an omission through an awareness or knowing negligence.

Evil And The Judgment of GOD

Evil is an intent of the ‘heart’ (a thought or mind conceived intent that would result in some kind of consequential harm being done) whether these evil intents are carried out or not. But there is a difference between an intent acted out and one that is not, in the same way as an intent to carry out a crime and the act of carrying out a crime is different.
For the discussion on this issue please read the chapter ‘Sin, Grace, And The Commandments Of GOD’ of ‘Bible 101 – The Holy Bible Expounded.
But we are imperfect and are not always in control of our thoughts, emotions or actions. Shouldn't this absolve us from blame?

Judgment Of GOD In The Great Judgment

1. Knowledge and understanding of wrong and right, good and evil, and how we behave or act according to this knowledge. This is the culpability and complicity factor.

2. What we do to others based on what we want them to either do or not to do to us. What we want others to do for us and what we don't want others to do to or against us.

3. By how we judge others.

4. If it is in our power to do what we believed is good for another (without any unsolicited andor unwanted interfering, real or perceived) but we omit or decline to do so, that is sin. There is one exclusion to this requirement spelt on in the verse Matthew 7 verse 6.

5. If we either believed or understood that doing or saying something is wrong but we still willingly act to carry it out, that is sin.

6. When we judged, condemned andor criticized others for doing something and we do the same, we sin.

7. When we understand or believe or know that GOD commands us to do or forbid us to do something, yet we willingly act against that understanding, beliefs andor knowledge, we sin.

8. When we approve or agree with something that someone does (in deed or in communication) that we know to be wrong or evil we sin.

9. Event though sin begins with the intent in the heart, GOD does not bring judgement on the intent until that intent is acted on either in words (communicated in any manner) or deeds. GOD does not do pre-crime. Because a person can have a change of heart or mind. Until the words are conveyed (i.e. communicated) or the deed done, it is not done. Often GOD waits until sin has reached its fullness before bringing judgment or retribution on those sinning. But that does not mean that each instance of sin is not subject to judgment. GOD will judge each and every act and word of every man, woman and angel on the day that HE had appointed — Judgment Day.

10. For all and sundry, notwithstanding those who were directly destroyed by GOD in this age, GOD has appointed a day to bring all personages (men, women and angels) into judgment. Those exempted are those of GOD's Elect who will be part of the First Resurrection as they have already been judged in the lifetime of their calling.

1. When we act presumptuously or carelessly or selfishly we sin.

2. When we do or say something knowing that others will be harmed by our words or actions we sin.

3. When we do or say something not caring about the consequences to others we sin.

4. When we look down on or despised another we sin.

5. When we think and behave like we are better than others we sin. See point 6 below.

6. When we speak, behave or act presumptuously, arrogantly andor proudly we sin. This is the sin of conducting ourselves beyond our estate (i.e. position, status andor situation) in life. GOD requires all HIS creature personages to behave circumspectly and responsibly, to walk humbly before HIM understanding that we are all under authority, HIS authority (Isaiah 46:9 – 10; Micah 6:8; Isaiah 66:2).

7. With everyall things when we judged or condemned others of doing or of not doing, yet we ourselves behave the same way, we are judged and condemned.

The above are the basis by which all thinking, reasoning and contemplating intelligent personages are going to be judged on Judgment Day when GOD judges everyone according to all their words, works or acts. Every member of humankind irrespective of age, sexual orientation and belief system (who are not part of the First Resurrection) will be judged according to the measure of their culpability and complicity with evil. That includes everyone (with one exception) who had ever lived from the time of Adam and Eve. GOD will bring every single human being who have ever lived back to life for The Judgment. No man, woman or child who had died are right now ‘alive’ living in hell or heaven, they are all dead. And as it is appointed for men (includes women and children) to die once, but after this the judgment (Hebrews 9 verse 27).
